They really can't do anything about that. The ranking is based on the readers' current interest. And shoujo genre is not enclosed to straight manga/manhwa/manhua since its target readers are female. No one has control with the genres except the creator.

A little tip: If you are looking for shoujo reads just tick (x) in the yaoi/yuri genre when searching or might as well find a list full of it

i recommend looking at the tags rather than the genre because most uploaders would put the wrong genre by accident
