This wouldn't classify as incest as there is no blood relationship. They are only stepbrothers which "technically" can even marry or be in an intimate relationship without breaking any laws. ┑( ̄Д  ̄)┍ At least where I'm from. Yes, do it suck because he keep saying brother this and brother that (which I have a theory as to why), and yes they may have been raised as siblings BUT again are NOT blood related so therefore are not committing incest. I guess you missed the part where I said "at least where I am from" AND "This is more about an individuals perception". It's definitely more about blood relation than marital framework BUT I will say this again, stepbrothers CAN technically have an intimate/ marital relationship where I AM from, it's NOT incestuous and therefore NOT illegal. Now, I agree some cultures are more strick and will not differentiate regardless of blood relation as long as registered as family. I have my own thoughts and on opinions on this which I made a point NOT to mention. But like it or not blood relation is the premise of incest. ┑( ̄Д  ̄)┍
But regardless of what anyone says, do your due diligence regarding your cultural/societal beliefs and experiences and roll with that if that aligns with your personal core values. But some words are used too loosely here on mangago. And the word incest is one of them.
Honestly, it doesn't matter if it's not considered incest where you're from — the characters are Korean, and in South Korea, a step-sibling relationship is still seen as incestuous by many, especially if they're raised as family. Cultural norms do matter in context, especially when the story is set in a specific culture (like literally everyone in the story is obviously weirded out by their relationship). You can't just apply your own country's standards and ignore how it's perceived in the society where the characters belong. It's not just about blood — it's about family structure, social norms, and legality in that culture.

In a respect, you may be right. It doesn't matter if this storyline isn't considered incest where I am from, but ONLY because this is an omegaverse. Regarding the legality of fiction vs. real life, TECHNICALLY what I initially said is still true. Unlike some people, I don't comment on things I have no or some knowledge about. Some people want to be right SO badly that they find 1 thing that makes them appear to be right and run away with it as if it is factual. The smart thing is doing additional research.
