It's definitely more about blood relation than marital framework BUT I will say this again, stepbrothers CAN technically have an intimate/ marital relationship where I AM from, it's NOT incestuous and therefore NOT illegal. Now, I agree some cultures are more strick and will not differentiate regardless of blood relation as long as registered as family. Cultural norms do matter in context, especially when the story is set in a specific culture (like literally everyone in the story is obviously weirded out by their relationship). You can't just apply your own country's standards and ignore how it's perceived in the society where the characters belong. It's not just about blood — it's about family structure, social norms, and legality in that culture.

Regarding the legality of fiction vs. real life, TECHNICALLY what I initially said is still true. Unlike some people, I don't comment on things I have no or some knowledge about.
