He absolutely did not initiate the sex. He was actively not consenting to being raped but couldnt react much as there were people outside who could see and hear them if he did further. Pyeongwha knowing this, shoved it in with no prep and no regard for incheol who was refusing because he wouldnt be able to get out of the situation by force without being found out if it came to it.
