I don't get why people have an issue with then being Stebsiblings. Like the name suggest: they share not a single drop of blood. Also they we introduced to each other at the age of 16 an 19 (I think, or may be it is 17 and 20), so they are not raised as siblings. They are litterally Strangers to each other and one month after their parents die so they are not living together as siblings at all, the others aren't even willing to consider her a part of the family,
