Who is using who?
He's not human and using people to keep his "town" running.
They are using him not as human but just a law enforcing tool so that they can survive in a group of desperate people to live.
Because they can just kill him ( considering him human) and go on but they need a sustainable system with some laws.
They could've killed guwon there but I think there is something more than him being human or smth tho.
