Well in my opinion they're "meant to be" in the way that they are fated to end up together. Obviously he's not a good person and their relationship could be considered as very toxic, however for the sake of the story I also don't think it would've fit with Damien as a character to apologize for what he's done (I also don't think he regrets it and I'd prefer him not to lie) I haven't read the novel which is why I might not have all the insights into both their characters. Also we need to remember that it's not like she forgot about him and she's already (manipulated or not) in love with him. Chloe's is a smart, strong and devoted character and she had a lot of time to work out her feelings and what she wants for (t)he(i)r future to come to her decision. I'd also argue that she is very relevant to their world in her role as Queen. At the End of the day I, as a reader, wish for the best for Chloe and if she decides to accept Damien back than that's her call, since she has to live with it (I'm aware she's a fictional character)
