probably not we're only in 2/3 of the story... we'll probably have another 40-50 chapters before it ends
since the season just started, I'm highly doubtful it'll end any soon

Most animal shelters, apart from cleaning and feeding will just ignore the animals unless there's visitors or donors. Even the well-staffed, well-maintained shelters only have a basic skeleton crew after closing time. In recent times, they do cameras installed but that didn't use to be the case in the past.
So unless there was big chaos every night (the dogs going crazy whenever he transformed, hell maybe not even then) the half asleep night guard would'nt give 2 shits what is in the cage as long as it didn't get out.
