I dont think gyuwon killing the dude makes him a bad guy, in fact im not rly sure what other punishment besides death would even work in their circumstances. If you want a society to live in the apocalypse you have to rule with an iron fist. The fear of death is what stops the others from destroying the place from the inside out. So its no wonder they would vote him dead.
If he wasnt killed, someone else would steal, then steal, then steal again till the place was ruined. Even if its an illusion of a utopia, people what to keep it.
