I think they all sleep around anyway, as for inukai, the previous volumes has shown he’s not interested in manami (?), but I suppose there will be lore behind that (cutting hair seems symbolic?)
If you reread the the beginning of the story as soon as Kunimasa found out about Norio and his status he “brainwashed” him as soon as he could. As for why Yonekuni is still sleeping around… I’d say he is his Mother's child.
