So it's pretty clear that heart loves him, but i think the reason that victor treats him so coldly is because he doesn't think that it was victor's heart who loves him at all, because hes both self-aware and delusional. He wants to be loved, but he doesn't know if he actually is. So although heart loves him, he doesn't think that's because of victor.
Also victor is a scientist, he probably doesnt place any sentimental value to the heart, like he thinks love will come from the brain (like most people) which is why he asks these question to head.
