The King's council r the member of 6 powerful noble houses who r in the front line to help/serve the emperor... But, they became corrupt long ago and started doing bad stuffs.... And they(one of house) has the formula, basically the distributor, of black potion which is a drug which damages the thinking of one's self and can even kill people if taken in high concentration... They have been using that on dragon emperors to make them a puppet emperor... Basically they r ones who have all the power...... But, seme is now crunching them slowly and slowly by hitting them in the nook.... Like temple funds goes to 2 house... Black potion handled by blond Duke... And regas handled by the buff one and so on... So, seme is doing something where they will become enemies of each other.... Hope it helps...
