It's been a while since I've read this so I might have forgot some details about the existence of Angels but if there's Demons there should be like Angels... Maybe the Angels doesn't want to interfere? Idk, guys tell me the lore of "I'm not that kind of talent.
I mean, wouldn't it be cool if Angel's interfere? Like defend the Capital or something lol.
