The eyes are overly complicated in contrast of the simple artstyle. He has no black characterist, but he does have pink fucking nipples and straight white hair as goes for the standard of black skin white hair designs in asian media. The clothes are not even nice to look at and do not compliment the design at all. He is just a bother to look at.

He absolutely has no distinct black characteristics because the author clearly isn't aiming to make an accurate depiction of a black person, it's just another stylized character. The eyes look fine with the rest of his body, you're being really nitpicky here ngl. The pick nipples comment got me lol. As for the white hair on black characters in asian media, I would say it’s mostly a stylistic choice. I've done some research but it all boils down to that, a contrast in colors, and it looks cool overall. His clothes are the LEAST of your concern because it got ripped in mere seconds so, not valid. But before it got ripped its still looks good on him
