As an uploader.... I don't think it's restricted.
You have to email manGag0 give them the details of the manhua manhwa or manga that doesn't exist here (I don't knw how to or have never done it)
If manGag0 agrees then the comic will be uploaded. If your a new uploader, it takes time to become one bcoz manGag0 doesn't agree new uploaders easily
