To the question "can't you get high on the seeds?", the simple answer is: No. The opiates come from the seed sacks, not the seeds themselves.
People wouldn't put the seeds on bread and other baked goods if that was the case. Or they might, but it wouldn't be legal.
However, seeds can sometimes be contaminated by opiates if some of the liquid from the sack, comes into contact with them. This contamination is not really enough to get "high" on.
Though, some drug tests are very sensitive to opiates, and eating poppy seeds can actually create a false positive on those tests.
