Heowon is the delinquent. Im guessing he mutated/manifested hence the silver hair. Prosecutor and Yoonwoo met when they were like literal kids but idk if there's more to that. Prosecutor has cut/scar on his eyebrow when he's young so he's not the black haired guy in the flashback
