Lets be fair for the Emperor.. He asked Ray to be his Empress and guessing he will reject it, set his boundaries. I personally see nothing wrong. If Ray doesn't want to be an Empress and have never really shown his feelings for him, isn't seperating the best option for both logically?
But clearly Ray has fallen for him.. So that's where the Emperor might not take into account and consider. If they both want a real relationship, they need to set their own boundaries or that's the end of that relationship
