Asami put his life on the line several times for Akihito. He might not outright say he is sorry and probably never will seeing as how this is a poor overused yaoi trope but his actions towards Akihito speak volumes and shows his development. Sudou on the other hand has only done nasty things with no signs of repentance in any way or character development at all. He doesn't even have a sad backstory to get the pity votes like Fei did.
