In the earlier chapters it was mentioned that the empress/consort was from the south and that’s the area that they get food from so she basically can hold him hostage with that backing as well as the other nobles and mages she has on her side so he would need to have irrefutable evidence to convict her (which is proving difficult since no one they’ve interrogated has said anything about her). He was too hasty to get Shushu back tho and shouldn’t have announced her like that. He’ll need to work with the duke to plan things better from here on.
