This isn't even a question. Ofc you would want to be the person in control since you can stalk the person and still decide to stop someday by getting help/kys/telling someone about it/etc.
The stalked is the one in constant fear. And if they don't know it they will still feel watched. And what if the stalker decides the naked body of the stalked is......
