Yeah, Toga was suppressed for liking blood when she couldn't help it, so for her to break out after wearing a mask for so long really shows how quirk society needs to adapt to people with "villainous" quirks.

If Toga was given donated blood to drink and was treated as normal when growing up, she would've been fine.

    She would have been outcastes in a different way, people will be like oh this girl, her quirk is a disability, etcetc. Society will definitely find a way to outcast such weird quirks, case in point, Shinsou with his brainwashing. He was outcastes but decided that he would prove society wrong and use his brainwashing as a hero to suppress villains

    Yes, that is why I said that seemingly villainous quirks like Shinsou's and Toga's needs to be addressed accordingly.

    One thing that needs to be addressed is quirk counseling. They told Toga that her admiration of blood was not normal, but it was Toga's normal because of the influence of her quirk. It can then be inferred that quirk counseling can also be used to teach children about others' quirks.

    Those children can be taught to treat others whose quirk is "villainous" as normal, that they'll do no harm just because of the nature of their quirk.

Is it just me or is chapter 9 a bit off? She was looking for a hair clip, but I didn't see a panel of her looking for it, as well as the timing for situations are a bit off... She was in the courtyard and then all of a sudden she's somewhere passing by the guy that called her a bitch.
