Yes. Click on any photo on the album that you want to use as a cover -> edit -> there should be text (cover : No Yes) choose 'Yes' and then submit.
This is tutorial for mobile user btw, idk if it's different for desktop user

Ooh and, for private album, the cover pict will only be visible to you
