If he's really in a military duty at that time, someone must've order that or just an accident like terrorist attack or smthn. We can clearly see that his uniform isn't anything special like with badge or smthn. I'm calling this as his atonement for that and atp it would be better if he'll just stay with ML. If the incident is planned then there would be no way that ML will be safe once the higher ups at that time found that MC is alive because he's a liability. That police officer is literally putting him in danger.
