She finally understood the depth of Damian’s trauma and it paralyzed her for a second bc she (a grown woman) was fearful of that crazy old hag and imagined how Damian (as a little boy) must’ve been completely terrified as a child. So NO she’s not weak, she just sympathized with Damian and it all hit her at once

And what if the character has a moment of weakness or is weak? I prefer to read different characters in different situations. Even weak characters nowadays have their charm.
When I saw the scene you are speaking about I only thought she was scared, it was normal and that's all. I do not mean It could not have more depth of course, but I think it is natural to react that way against physical violence. It was just a bit of humanity in a fantasy story :D
