I reason that it's probably easier to hurt yourself than another person even as a medical professional. He even said right before, for his majesty to slit his [throat/stomach?] we won't know cuz he was cut off.
He was shaking and probably in a panic, additionally like it or not, dude is royalty. It wouldn't have ended well one way or another, if he kills or hurts him, guards will probably detain him for regicide, attempted regicide, treason, murder, probably conspiracy, and have him executed. His reasons don't matter, only that he harmed their monarch.
