I think Guwon is not a bad guy, I mean, he is, in law. But he needed to do it to save what remains in town. The rules is rules and it is to be fair with others. Guwon having a not so knowledgeable mind, only see killing off someone as the way.
I mean, the bottom guys, I forgot his name, literally almost killed Guwon for who knows ehat reason.
