He either whipped her legs or her back. I think it was her legs because they said she tripped. Kinda like in old movie where the parents would whip kids with a switch on the back of there legs when they did something wrong but in her case she got hit with an actual whip and instead of red swollen legs it split her skin.
Scratch that it looks more like a riding crop that they use for horses instead of a whip. Which if you know how to hit right with it can split your skin
