I think probably Jinwoo + Guwon is living in their own bubble or Jinwoo probably hasn't grasp the entire situation just yet but the other people at the compound are probably just like Gyeongha, on survival mode.
Jinwoo probably doesn't realise it because he's in Guwon's favour.
