Because he's frustrated bro, he is offering the love of his life a way out of the abuse and he's saying "no but I'm used to it, I can handle it" when it's hard ASF to watch. Han-gun isn't right for yelling but he isn't wrong for being frustrated and they are young. Han-gun is very clearly at his limit, would you not be exhausted emotionally spending years watching your partner be beaten up just to have them turn down a valid way for it to stop?
