The way I see it, I don't even think the nurse wants a relationship with Arshia, I just don't see it. I see it as the nurse admires him and when he finds out about Arshia's living conditions, he files to be his guardian. Other than admiration that I see he has for the merman [who's an adult, and you're mistaking it for love], I don't see how that's "creepy"
