If your wifi's internet provider is Globe (like mine) then that's the reason why you're having problems with this website. I think it's because Globe has been actively blocking 'malicious' and 'illegal' sites from being accessed by their consumers.
Your problem will be solved if you have a Smart/TNT sim and use mobile data. You can also try using pocket wifi with a smart or TNT sim, that's how I solved my problem.
