Ngl, if I was also in Seungha’s place, i would’ve said something worse because im fed up with people demanding workers under the emergency response system to do a “flawless” job when the area is obviously accident-prone. I get Seungha’s anger since I experienced the same situation as him, indeed why would my parents apologize when they saved them from the grief of their kid’s funeral? The kid being alive should’ve been enough.
