I knew it, the rules are there to keep Guwon from going berserk. I feel like he was experimented on and was brainwashed to think a certain way. In the myth of Sisyphus, he was punished by forever pushing up a boulder uphill. Guwon mentioned how he always watches the mountain thinking it was a boulder that would soon roll over Stillwater town so he has to keep watching. He knows how crazy that sounds but he can't help but think that way, as if his brain was programmed in a certain way. Likely the rich people who lived in stillwater town programmed him to think that way.
