I'm using voice chat so there's not going to be any punctuation marks but I was thinking that through the Loki sometimes confusing translation they mentioned something about 4 percentage.
So maybe it means that she has only reached 4% of her capabilities and that she has a bigger rate for growth compared to us ranks who are already strong and can't really get that much stronger
