I have a feeling Guwon's hounds are going to be the reason for his behavior. Like, he was shocked to hear from Jinwoo he did something morally/compassionately wrong when killing a kid's father, and to me, it'd make sense they'd want to ration the resources, but for themselves as an endgame.
