I wonder if it was being used the same as when people say “daddy”. I doubt it though. :/ was a little odd
it's definitely weird but she's clearly got some issues, but she literally explains how she wants to care for yuni to such a degree that yuni sees her as the most important female figure in her life, like a mother. she probably has some mommy issues of her own but that whole scene was meant to show how obsessive fuuko is over yuni. it's not a an ageplay/kink thing.
