I knew there's something off when Kyle started talking about the manhunt again and the way he suddenly offered the call to be made in his office. I don't know if Kyle is afraid of Ilay or he's just a brother who would like to give anything his younger brother wants.
Anyway, I don't think Ilay will kill Tay. I think Ilay still probably remember his brief conversation with the child Tay. If Tay really irritates Ilay, Ilay won't last this long of not harming Tay.
