I can’t say never kissed, but as someone averse to kissing I can understand limiting it and replacing it with other interactions. How long is your relationship btw? Maybe he's shy? Or afraid to moving forward? You can test it by trying to set the mood, or just casually talking about physical touch to get to know each other. I've been in quite a few relationships, and yeah I think it could be easily explained by him just not wanting to kiss you. Can't say for sure the reason, maybe he wasn't ready, maybe he was waiting for you to make the first move, maybe you two weren't compatible, but for some reason or another he just didn't want to kiss you.
