I would guess it was made around 2014, as that's when the mangago mangago account says it "joined", though idk if there was a time when mangago didn't have accounts.
Also- if everything goes properly for these people, we'll never know who it is that made this website. It's illegal and I'm sure they know that themselves, so it wouldn't exactly be a ......
