Probably they just flocked together, so it seemed like there were a lot when it's not like that at all.
Although I think there are some countries in the world where pedophilia is very widthspread. For example if you search the internet for the youngest known mother ever you will find out she was a 5 year old kid. They say that in her country (Peru)......
