I ain't know law expert but this just seems like a twitter movement with no real backing behind it. Most of these authors have a publisher (LezhinComics kakao etc) in America if you want to report your work you send a dmca request for copyright infringement. These publishers basically 'own' their work too so they both would have to file for copyrig...... 5 reply
