You should tell a trusted adult so they can reach out and help her, you're a minor too and theres only so much you can do :( Shes putting herself in a lot of dangerous situations and its hard to come out once youre so far in, even while being aware of it.
Whatever may happen remember you are just trying to help because you care, and having a friend......
