Uhh as someone who’s made internet friends sometimes it comes naturally. Plus when you’re in a fandom it makes it somewhat easier. In my case I became really close friends with others while playing a mobile game. Took time and trust of course cuz I also didn’t want no pedo or child. Maybe try doing a club or something in the your new neighbor......
