I think you liked him at first, but after you got to know him you don't like him anymore.
Or maybe you even saw that he's not your type. I've experienced something like this myself and I recommend you try to refuse him to his face nicely but clearly and firmly.
If he still doesn't understand, just say you don't want him anymore and......
