It's also cause there's people that go to the page of content they don't like and write comments to express their anger/disgust (which I understand). Unfortunately, that raises the title's popularity, securing it's place on the homepage.
Edit: As someone responded, could also be the clicking into it instead of the commenting that raises the popula......
