It's a law against possessing visually obscene fictional children, including AI, anime, manga etc etc. It's not directly banning anime.
The issue is that a lot of anime does this, and a lot of shows do this, like even the Simpsons. So technically, even Naruto would count under this law by their potentially vague definition of obscene.
