I see it most commonly with S&M play where the sadist watches the masochist masturbate, but I enjoy any kind of staring into the eyes or watching the other enjoy pleasure. Also in the manga "Lie Cry Like" they use eyes and looks to illustrate the sexual tension and like ughhhh yesss they get me.
