I think an omega in heat and a alpha in rut in public should be treated like an emergency.
My idea comes from the fact that IRL knowing CPR can save someone's life. In a world where people can go feral horny because of hormones and end up doing life changing damage, it should be a worldwide effort to stabilish a step by step guide to what to do.
