Can yall gimme a relationship advice

so I was talking to this guy for like a month. I liked him and wanted to know him better so I texted first and all. we started talking and I flirted a lot to make my intentions clear. he did flirt back so I thought okay he’s interested.
but his biggest problem was he replies after like 20 hrs. I asked him about it and he said there’s no particular reason. sometimes he’d leave me on seen or just reply selectively. still, whenever he did reply he was sweet so I ignored it. we even exchanged numbers and met once, and he was the one who initiated our first date.
then we talked about dating and he said if I wanna date him there are “conditions”. I was like okay tell me, I’ll decide. but he proceeds to say tht its not some bs terms nd all, im like ok fine js say nd he goes "it needs time to discuss ttyl" nd disappears.
next day I text him nd he ghosts me for 2 days right after we talked about dating?1 then suddenly replies “we gotta meet for this cuz its gonna take time” nd ignores everything else I said. that pissed me off so I ignored him for 2 days too. I’ve literally told him twice to reply properly and he said he would.

and now today he goes “you done? look I legit dont care about taking the initiative at all.”

like wow. his whole demeanor just switched like that. I M NOT FREAKING DATING A GUY LIKE THIS, PLS SOMEONE JST TELL ME A GOOD FREAKING REPLY TO PUT THIS MOFO IN HIS PLACE. I TOOK THE INITIATIVE CUZ I LIKED YOU FIRST NOT THAT I M DESPERATE FOR THIS.
