Which BL character do you want as your dad? Like your real father?

My neighbor has a dog named Kuttuz. A fluffy one. As long as I know, they used to take him on walks and play with him and all. They used to let him sleep in the house too. But now they brought a puppy named Ruby and right now they are not paying a single ounce of attention to Kuttuz. They bought a cage and Kuttuz is always locked in. No walks or playing. They don't even wash him to the point he stinks....

I am scared of dogs but I feel bad watching this? Is this normal thing to do if adopting a new puppy?? Should I report it or something?? It pains me to see him looking so hopeful each time their door opens.... I keep him company sometimes but..... Is it really alright? What can I do??
